HUMAN RESOURCES TECHNICIAN BASIC FUNCTION:
Under the direction of the Director of Human Resources-Classified Personnel, plan, organize and participate in a variety of technical personnel duties and assist in the administration of a comprehensive and diversified personnel program for classified employees; assist in the planning, development and administering of employment examinations and related technical matters; plan, organize and implement the employment process for classified employees in compliance with Merit System regulations.
DISTINGUISHING CHARACTERISTICS:
The Human Resources Technician serves as a generalist performing technical personnel duties related to the employment and processing of applicants and employees for the classified personnel function.
The Senior Human Resources Technician serves as a lead, training and coordinating technical and clerical office staff, and providing work direction and guidance to others.
REPRESENTATIVE DUTIES:
Plan, organize and participate in a variety of technical personnel duties and assist in the administration of a comprehensive and diversified personnel program for classified employee; resolve personnel-related issues and concerns with discretion and confidentiality.
E Plan, organize and implement the employment process for classified employees in compliance with Merit System regulations; provide information to supervisors and employees regarding compliance with Merit System rules; interpret and explain District rules, regulations and policies.
E Communicate with administrators and directors regarding the requirements of classifications; analyze job descriptions and prepare changes in job descriptions for presentation to the Personnel Commission; conduct classification and salary surveys as needed.
E Prepare narrative and statistical reports for District and other agencies; prepare and maintain a variety of records related to assigned responsibilities; establish, audit and maintain a variety of personnel files and records with discretion according to established procedures, policies, rules and regulations; prepare notices of employment and change of status for payroll action.
E Prepare vacancy announcements and distribute according to established procedures; place ads in appropriate publications or recruitment sources; plan and implement recruitment activities.
E Communicate with testing services regarding materials; create testing materials, reflecting the skill, knowledge and abilities required for individual classifications; analyze tests for validity; develop, administer and evaluate performance tests; communicate with subject matter experts in the development and evaluation of tests.
E Reserve testing locations; respond to questions from applicants regarding the testing process; compute test scores and perform statistical analysis of test results as directed; notify candidates regarding test result and ranking; respond to protests by examinees or refer to appropriate personnel; administer and score proficiency tests for instructional assistant applicants in the District including the elementary districts.
E Notify applicants of selection or non-selection and status following recruitment processes; coordinate interview appointments with eligible candidates and site administrators.
E Communicate with employees and administrator regarding job placement; communicate with employees regarding job availability, leaves, confidentiality issues and other personnel matters; participate in or oversee lateral transfers of employees.
E Coordinate substitute clerical assignments; recruit and select substitute clerical staff.
E Contact internal and external sources to secure panel members; prepare packets and advise panel on compliance with merit System principles, uniform guidelines, fair competition and related standards.
E Evaluate results of panel and create eligibility list; oversee the development of eligible lists; distribute certification form to appropriate manager; oversee District awareness of and compliance with rules governing eligibility lists; maintain confidentiality of eligibility lists.
E Contact candidates selected for employment; prepare and explain employee paperwork, fingerprint information and physical paperwork; follow-up for complete clearance on fingerprints, physical and other pertinent employment information; establish start dates; prepare and explain authorization to employ forms and other information; provide information regarding vacation days, sick days, benefits and other District rules and regulations.
E Operate a computer, assigned software and other office equipment as assigned; operate an assigned fingerprint machine; drive a vehicle to various sites to conduct work.
E Perform related duties as assigned.

EDUCATION AND
Experience:
Any combination equivalent to:
Graduation from high school supplemented by college-level course work in business administration, human resources, secretarial science, or a related field and two years of personnel-related experience involving frequent public contact.
LICENSES AND OTHER REQUIREMENTS:
Possession of a valid, appropriate California driver's license at time of appointment, and throughout employment in a position in this classification.
Proof of current California auto liability insurance at time of appointment and throughout employment in a position in this classification.
Personal transportation for job-related travel throughout the District.
